As you know, there is significant business potential in showing people that minor technical changes to their homes can have a major impact on energy use: insulation!; 78F vs 74F! and so on.
My local Utility, Con Edison, has a program that goes some of the way toward addressing the problem you present (note the “opt out”).
“Oh, so you want to be more comfortable? It will cost you!” in the moment
is better than
“So you wanted to be more comforatable, so it cost you!” after the fact.
