My Heater in the bathroom is on a switched outlet with a smart plug and keeps showing up in the timeline as being on.
When I click on the message it shows no usage at that time.

The smart plug is not passing energy usage information to Sense because it’s not a Kasa HS110, HS300 or Wemo Insight … which are the only smart plugs that work with Sense. The heater is a Sense-native detected device and may well be imperfectly detected.
Look in the device Power Meter rather than the Daily trend … the short bursts of usage amount to small watt-hours that aren’t (I suspect) registering on the trend graph.
The problem is that when it shows on the timeline as being on, it has no power going to it. The switch is in the off position, confirmed by the smart plug showing off line.
If you have the Heater switched off, then Sense is likely detecting a similar resistive device briefly turning on and off (or a short resistive component of a device). If you can, catch it a few times during the erroneous detection and use the Manage tab to log the issue as “Device is not on”.
As @ixu suggests, look for on spike in the Device Power meter or the whole house Power Meter rather than the Device Trends summary to see what is going on with short on / off cycles like this one.
To reiterate what @kevin1 hints at, the long list of permutations of erroneous device detection includes:

The short “answer” here is that it can take some back-and-forth before a detection is reliable and the feedback to Sense that @kevin1 suggests will quickly improve the reliability of that detection.
